SMAS-SINTRA is a public company responsible for the drinking water network of the district of Sintra in Portugal as well as the waste-water service. The heart is a graphic element found on the decorative art and 19th century romantic architecture of Sintra (UNESCO World Heritage Site).

I've searched for logos with the tag "Heart" on Logopond and I even found one that the subject is also "water":
