My interpretation: This is the second phase of the WIP, going from the sketching to computer. The circles represent the design element Rudy is trying to keep consistent throughout the logo. Circles, round edges and symmetry, to keep the bear face cute and friendly. **I could be wrong, but that's how i see it.

I really was curious because I see it every once in a while, usually on behance. I didn't know if it was related to the designer's process or if it was just to show the arcs/spacing.
