I love the concept. The interesting part (for me) are the colors. Why did you choose blue (white?) and red? It reminds me somehow of a French organization :)

ReplyRed is an intense color, here it is used to indicate a ȁCdangerousȁD situation and victims leaving ȁCemergencyȁD shelter. Blue to convey a message of a ȁCsafeȁD and ȁCsecureȁD location -- meeting all the needs for victims.
Originally the face was created in the negative space, leaving a slight opening, using only two colors. There was a request for a third color, so adjustments were made … still working on mark and the type.
Let me try this again without the quotation marks. Red is used to indicate a dangerous situation and victims leaving emergency shelter. Blue to convey a message of a safe and secure location -- meeting all the needs for victims.
